Foreign Office, July 22, 1910. WITH reference to the letter from this department of the 21st instant, I am directed by Secretary Sir Edward Grey to transmit to you, to be laid before the Secretary of State for India, the accompanying copy of a despatch from His Majesty's chargé d'affaires at Peking, enclosing a letter from the British opium merchants at Shanghai, on the subject of the alleged violation of their treaty rights by the Chinese officials, and their disregard for the direct and implied pledges given by China at the time when the arrangement for the reduction of export of opium was concluded.

Sir E. Grey would be glad to be furnished with any observations Lord Morley may have to offer on the reply to be returned to Mr. Max Müller.

I am at the same time to call your attention to the last paragraph of Mr. Max Müller's despatch, in which some doubt is expressed as to how far the efforts of the opium importers to secure large profits before prices fall to a normal level are deserving of the whole-hearted and sympathetic support of His Majesty's Government.
